Introduction

For Monaco, the most important official UFO source is not a local government archive but the French space agency’s investigation unit, GEIPAN (Groupe d’Études et d’Informations sur les Phénomènes Aérospatiaux Non identifiés). GEIPAN’s public database contains only a handful of Monaco-linked entries, and that small sample is revealing. Rather than documenting a series of strong unexplained events, the official record mainly shows two things: one case that GEIPAN considers probably explained and another that cannot be evaluated because the available information is too weak. The significance of the Monaco files therefore lies less in proving extraordinary phenomena and more in illustrating how official investigations distinguish between probable explanations, insufficient evidence, and genuinely unresolved cases. How GEIPAN Classifies Monaco Cases

Understanding Monaco’s official UFO record requires understanding GEIPAN’s classification system. GEIPAN does not divide reports simply into “explained” and “unexplained”. Instead, it evaluates both the quality of the evidence and the degree of residual strangeness after investigation. This distinction matters enormously when discussing Monaco. A common mistake in UFO discussions is to treat every non-A case as evidence of a mystery. GEIPAN explicitly rejects that interpretation. A Category C case is not considered unexplained in the same sense as a Category D case. It simply lacks enough reliable information for investigators to reach a conclusion. The 2012 Monaco Entry: A Probable Chinese Lantern Case

The strongest Monaco case in the public GEIPAN archive is also the least mysterious.

GEIPAN lists a report from 2 November 2012, observed at approximately 23:00 under clear night conditions in an urbanised area of Monaco. The database classifies the event as Category B and identifies the phenomenon as a “Thai lantern”, the term commonly used in the archive for a Chinese sky lantern. According to the case information, the witness observed two orange, fire-coloured spherical objects moving silently through the night sky. The report was investigated and ultimately judged to be probably explained by lanterns rather than remaining unidentified. Several features of the observation match a classic lantern profile:

  • Warm orange or flame-like colour.
  • Silent movement.
  • Apparent slow speed.
  • Night-time visibility.

The important point is not that GEIPAN claimed absolute certainty. Category B means “probably identified”, not “perfectly identified”. However, within GEIPAN’s methodology, a B classification indicates that investigators found a conventional explanation more persuasive than an unidentified one. The case therefore counts as evidence that unusual aerial lights were reported in Monaco, but not as evidence that an unknown craft or unexplained phenomenon was present. The second major Monaco file is often misunderstood.

GEIPAN’s database contains an entry for 30 November 2009 classified as Category C. The archive description is brief: “lack of reliable information”. This is where readers frequently overinterpret the official record. A Category C case does not mean investigators encountered a highly anomalous event. In fact, it often means the opposite: there was too little information to investigate properly.

A case can end up in Category C for many reasons:

  • Missing witness details.
  • Lack of precise timing.
  • No corroborating observations.
  • Poor-quality photographs or recordings.
  • Inability to reconstruct viewing conditions.

Why B, C, and D Classifications Matter

The Monaco archive is small enough that classification becomes more important than raw case numbers.
