Introduction

The United States now handles UFO reports through a system designed far more like an intelligence and aviation-safety programme than a search for extraterrestrial life. The centre of that system is the All-domain Anomaly Resolution Office, usually known as AARO. Created within the Department of Defense and expanded by Congress, AARO collects, analyses and attempts to resolve reports of unidentified anomalous phenomena (UAP) across air, sea, space and other operational environments. Its stated mission is to reduce intelligence surprises and identify potential threats near sensitive national-security areas rather than prove or disprove alien visitation. AARO illustration 1 That shift matters because it explains the modern American approach to the subject. Current investigations focus on sensor data, military reporting channels, airspace awareness, drone incursions and intelligence analysis. AARO publicly acknowledges that some cases remain unresolved, but it has repeatedly stated that unresolved does not mean extraterrestrial and that it has found no verified evidence of alien technology. Why the government shifted from UFO to UAP

The change in language from “UFO” to “UAP” reflects a broader change in policy. During the Cold War, official programmes such as Project Blue Book were often driven by public reports and fears about unknown aircraft. Modern defence agencies instead frame the issue as a question of detection, attribution and security.

The term “unidentified anomalous phenomena” is deliberately broader than “unidentified flying object”. It allows investigators to examine unusual observations in the air, near military facilities, in maritime environments or in space-related contexts without assuming a specific explanation. AARO’s mission statement emphasises identifying and mitigating potential threats around national-security locations and preventing technological surprise. [aaro.mil]aaro.milAARO HomeUAP Cases. Several developments pushed the government in this direction:

  • Military encounters recorded by advanced sensors generated concern that some objects were not being properly identified.
  • Reports of drone activity near military installations created practical security questions independent of any UFO debate.
  • Congress demanded more standardised reporting and greater coordination between defence and intelligence agencies.
  • Investigators concluded that many historical cases suffered from poor documentation, inconsistent terminology and fragmented data collection. The result is a framework that treats UAP primarily as an information problem. The key question is often not “What extraordinary object was observed?” but “What data exists, how reliable is it, and can the event be identified with confidence?”

How AARO is structured

AARO was established in 2022 under the Office of the Secretary of Defense and works with military services, intelligence agencies and other federal organisations. It inherited responsibilities that had previously been handled through shorter-lived Pentagon efforts such as the Unidentified Aerial Phenomena Task Force. • Coordinating investigations across agencies.
  • Producing classified and unclassified reports for Congress.
  • Reviewing historical claims about secret UAP programmes.
  • Publishing selected imagery, case summaries and trend data.
  • Maintaining reporting channels for government personnel. Unlike many earlier UFO investigations, AARO is intended to function as a continuing institutional office rather than a temporary study project.

How reports enter the modern system

A major goal of recent legislation has been to encourage more consistent reporting. AARO operates formal submission mechanisms for current and former government employees, service members and contractors. The office also accepts information related to alleged government UAP programmes dating back decades as part of its historical-review mandate. In practice, the most important reports usually originate from military and government channels because those cases may include:

  • Radar tracks.
  • Infrared imagery.
  • Flight data.
  • Mission logs.
  • Pilot observations.
  • Intelligence reporting.
  • Information from multiple sensors observing the same event.

AARO has repeatedly argued that higher-quality sensor information increases the chances of resolving a case. Cases that remain unidentified often do so because available data is incomplete, degraded, brief or contradictory rather than because investigators have confirmed something extraordinary. What AARO says about unresolved cases

One of the most misunderstood parts of modern UAP reporting is the meaning of the word “unresolved”.

AARO’s public material includes cases that remain unidentified after review. The office has released examples where available video or imagery was insufficient to determine exactly what was observed. In those instances, the case remains open or unresolved because investigators lack enough information for a confident conclusion. [DVIDS]dvidshub.netPR-017, Unresolved UAP Report, Europe 2024This unresolved report contributes to AARO's historical and locational trend analyses. VIDEO IN…

The office’s annual reporting shows three broad outcomes:

  • Cases that are resolved and attributed to known causes.
  • Cases still under active analysis.
  • Cases that remain unresolved because evidence is inadequate or conflicting. [Director of National Intelligence]dni.govDOD AARO Consolidated Annual Report on UAP Nov2024UAP reports during this period; 485 of these reports featured UAP incidents that occurred during.Read more…

This distinction is important. An unresolved case is not automatically evidence of advanced technology, secret aircraft or non-human intelligence. It simply means investigators cannot currently reach a reliable determination.

AARO’s public position has been consistent on this point. The office states that it has found no verified evidence that reported UAP represent extraterrestrial technology or a hidden programme involving recovered alien craft. [Space At the same time]space.compentagon ufo office aaro historical report no emprical evidence alien technology— NASA UFO report finds no evidence of 'extraterrestrial origin' for UAP sightings.Read more…, AARO does not claim that every report has been solved. The significance of the 2024 reporting data

The clearest picture of the current system comes from AARO’s annual reports to Congress.

The 2024 consolidated report stated that AARO received 757 UAP reports during the covered period, including hundreds of newly reported incidents. Many were ultimately associated with ordinary objects or known phenomena such as balloons, birds, aircraft or drones. Others remained under review or unresolved because investigators lacked sufficient information. The numbers reveal several important patterns:

  • Reporting volume is increasing as awareness and reporting mechanisms improve.
  • Many cases involve routine misidentifications.
  • A substantial backlog remains because analysis requires time and technical review.
  • The existence of unresolved reports does not automatically imply a single explanation across all cases. AARO leadership has described a small subset of reports as requiring additional analysis because their available data did not fit immediately identifiable categories. Even in those cases, the office has not presented them as evidence of alien technology. The historical review and the dispute over transparency

One of AARO’s most controversial responsibilities has been examining historical allegations that the US government secretly recovered and studied non-human technology.

In 2024, AARO released the first volume of a congressionally mandated historical review covering government activity since 1945. The report concluded that investigators found no empirical evidence supporting claims of long-running secret programmes involving recovered extraterrestrial craft or reverse-engineering efforts. Instead, many stories were linked to misunderstandings, rumours, classified conventional programmes or the gradual distortion of events over time. [space]space.compentagon ufo office aaro historical report no emprical evidence alien technology— NASA UFO report finds no evidence of 'extraterrestrial origin' for UAP sightings.Read more… That conclusion immediately became a major point of dispute.

Supporters of the report argue that it represents the most systematic official review yet conducted and that extraordinary claims require documentary evidence. Critics contend that AARO has not gained access to all relevant information, has relied too heavily on existing government records or has not adequately addressed whistleblower allegations. Congressional hearings and transparency campaigns have continued to challenge the office on these points. The disagreement illustrates a recurring feature of the American UAP debate. The argument is often less about specific sightings than about whether government institutions are fully disclosing what they know.

The limits of modern reporting and disclosure

Despite its expanded mandate, AARO faces several structural limitations.

Better sensors do not automatically create better answers

Many people assume that modern military technology should make every mystery easy to solve. In reality, advanced sensors often generate complex datasets that require interpretation. A distant object may appear unusual because of camera limitations, atmospheric conditions, viewing angles, tracking errors or incomplete contextual information.

AARO has repeatedly noted that some reports cannot be resolved because the underlying data is incomplete or unavailable. A short video clip may attract public attention while lacking the technical information needed for a definitive assessment. [DVIDS]dvidshub.netVideo - PR-018, Unresolved UAP Report, Europe 2024This unresolved report contributes to AARO's historical and locational trend analyses… [DVIDS]dvidshub.netVideo - PR-018, Unresolved UAP Report, Europe 2024This unresolved report contributes to AARO's historical and locational trend analyses…

Classification creates unavoidable gaps

Some information connected to UAP investigations overlaps with intelligence collection methods, military operations or classified capabilities. As a result, the government cannot always release the full data behind a case.

This produces a recurring tension. Public observers often demand transparency, while defence agencies argue that releasing sensor capabilities or operational details could create security risks. The result is that many public discussions occur without access to the complete underlying record. Reporting is still uneven

AARO has worked to standardise reporting, but historical records remain inconsistent. Older cases frequently lack sensor data, while even modern incidents may be reported long after the event occurred. Witness memory, missing records and differing reporting standards all complicate analysis. [Director of National Intelligence]dni.govDOD AARO Consolidated Annual Report on UAP Nov2024UAP reports during this period; 485 of these reports featured UAP incidents that occurred during.Read more…

What the current system says about the US government’s position

The existence of AARO does not mean the US government has concluded that UFOs are extraterrestrial. In many ways, it suggests the opposite.

The modern reporting system treats UAP as a category of observations requiring investigation rather than as evidence for a predetermined explanation. Official publications consistently frame the issue around airspace awareness, intelligence analysis, national-security risk and evidence quality. AARO’s public statements, NASA’s UAP reviews and recent Department of Defense reporting all converge on the same basic position: some incidents remain unexplained, but no verified evidence currently demonstrates extraterrestrial technology or visitation. [Reuters]reuters.comMost sightings were identified as ordinary objects or phenomena. For the broader United States UAP story, that may be the most important development. The central question has shifted from whether government agencies are willing to collect UFO reports at all to how they evaluate those reports, what data they can release, and whether unresolved cases reflect genuinely unknown phenomena or simply the limits of available evidence.
